NetSuite Professionals

I have a custom record with a custom field that uses a list of custom records. When logged in as administrator or as the owner of the list - I can add to the field values using a plus button. When logged in as a user with full access to both records, I don't. (both records are set to use permissions list)

I can't for the life of me figure out why I can't make that work. Any suggestions?

Whelp. I'm an idiot. Apparently I didn't get the record update to stick on the use permission list update.
