does anyone know what the preference is to allow a user to edit a user note?

Go to the note section on the customer from a role that can create customer notes. Copy the URL and send it to an employee who has a restricted role or switch to the restricted role from your own account. When you paste the URL in, it will tell you which permission(s) are insufficient and blocking you from getting to the note.
