Is it safe to say SOAP/REST Web Services are always free to use, or could that be contract dependent?

Free only it needs to be created ofcourse

There are bandwidth constraints to be cognizant of.

(i.e. number of concurrent connections/threads)

so if someone needs to use a lot of web services - I often see SuiteCloud+ purchased

Yup the concurrency stuff I'm aware of. Just wasn't sure if there was a fee for even the most basic usage. I assume there wasn't though
