You can do this and create an internal survey through a custom record that everyone has access to. You can customize it to keep a log of who voted for what if you need data beyond the most requested updates, etc.

03/11/2021, 7:40 PMI guess it would depend on how granular you need the data that is collected to be, is it mandatory to vote on by employees? Do C-Suite or IT need to view the results, should the results be private from other employees, etc etc. There are a lot of moving parts and they overall challenge of the task will depend on what your organization needs to get out of the survey.

03/11/2021, 7:41 PMit would be very similar to SuiteAnswers - you could submit a new enhancement proposal with some key fields. I am thinking: subject, description, known dependencies, priorities, user role restrictions, and level of importance
