When going to receive a customer payment, there is the option to select invoices and credits. After the payment is saved and you go to edit, only the invoices tab shows up.. Why would I not be able to edit a payment and still have the option to select a credit? Is that by design?

That is by design
Can't change a credit application on a payment once it's been created because the application is on the credit and not the payment.
So if you want to change the application you have to edit the credit that was applied - unapply it
