Sometimes copying and pasting the data in your CSV file to a new excel file, and then retrying the import with the new file will solve the issue. Just had to do this myself with a CSV import.

I find this is because Excel thinks the "last used cell" is further down than it appears You can fix the problem in-situ by using

Ctrl+End

to find what Excel deems the "last used cell" and deleting all rows back to where it should be I find you then have to

save → close → open → save

(as csv) for Excel to save with the correct "last used cell"
