Shot in the dark, but is the "Can be Fulfilled/Received" box checked? I can see where if the item is not going to go on a fulfillment, it wouldn't show on a pick ticket. The issue is that box is locked once the item is used, so if you test in Sandbox (my recommendation) and that happens to be the issue, you'd likely have to re-add it in Prod.

if you are asking if it can be unchecked once used, nope. Maybe if you deleted all relevant transactions and then try it, it could work theoretically

Thanks. This did fix the issue, but now I have to fulfil the item on an IF. I don't believe it was like this previously. Maybe I'm crazy though.
