Which setup permission will allow my systems administrator account to modify the standard centers in netsuite?

Define "modify standard centers"

modify Centers that are built into netsuite: the shipping center, classic center, sales center. I have access to the custom centers in net-suite, but not the ones that are built in.

You cannot modify standard centers.
You can supplement them by adding additional tabs, categories, and links, but you have no control over existing links/tabs/categories
For full control over a role's tabs, you'll need to create a custom center, which is a significant level of effort.
Netsuite does this with most "standard" things so that you can't break something to the point of no return.

Is there a more accurate term to use than "standard"? All of the ones created inside a netsuite account are referred to as custom.

I'm not sure I understand your question? Standard is what comes in a NetSuite account by default. Anything you create or modify from an existing standard version is "custom"

You put quotations around the term standard. I thought that meant there is a more accurate term to describe the built in columns, tables, tables, etc than "stanard" because of it.

If you have a

link on a form, then it's a custom form, for example. If you have a
customize
link on the form then it is a standard form and your changes will be saved in a new custom form.
