Is there anyway to run a saved search or access the data in the ACH tab (subslist) on the vendor record other than the UI?

Do you have the NetSuite Field Explorer add-on for Chrome browser? It exposes sublist fields when viewing the record in NS. Maybe that would help you get to that data at least via the formula fields in a saved search.
