Does anyone have experience with exposing a return form (RMA) to customers on a SuiteCommerce site? We would like to have customers initiate their own returns as opposed to our customer service team fielding incoming return requests.

I recommend the #C29HR0BFG channel for this question. That being said, OOTB suitecommerce does support returns but only in a particular flow. The user needs to go to the sales order, and start the return from there.
There's no "standalone" RMA form.

But I'm sure a module can be developed to have a standalone form.

@PabloZ thank you Pablo. I didn't realize that channel existed so I'll check it out. Yeah, I'm fine with the customer needing to go into their order and then initiate a return but I can't seem to figure out how to provide that option to customers. when i try myself, i go to my account>transaction history>select a sales order but then there is no return button

Does your customer center role have permissions for creating returns? that might be why it's not showing

yes. it kind of just seems like the button is gone on the my account page
