what you are describing is so very common as a business model and accommodated by SB exactly like this. 0 usage means zero fee for usage itself and your fee for 0 usage that you invoice is that subscription fee (NetSuite lingo). Tiers are also accommodated with the rates/tier. May I ask if NS implemented it for you or you did it all on your own?
