Well, having not worked directly with SuiteBilling, I don't know what that button does. You could create one manually and inspect the data. It might create a separate, related record, then link it to the change order. If so, you'd have to do the same. Basically, I try to follow the same steps in the script that I would using the UI, setting all required and desired fields, and creating any related records.
