can you post the error message,

It was "Your role needs Journal Approval permission of level at least edit to be able to edit approved journal entries"

I have this same exact problem where the user said she can make copy prior to 2019.2 but not anymore. Journal approval permission was set as edit which allows the make copy function to be successful BUT it will make a copy of the journal with the approved box ticked...
