Currently, I use this: https://marketplace.visualstudio.com/items?itemName=nsupload-org.netsuite-upload . I'm pretty sure it can only download stuff in the Suitescripts folder (so you'd need to move the pdfs there). It's also a lot more finicky to get set up.
