Maybe I am overthinking this but is there an easy to make a saved search or a workbook that allows to see item receipts that have not been billed on an invoice?

If you are talking on the AP side look at PO unbilled amounts not from the Item Receipt If you are looking at items shipped but not invoiced look at the Sales Order
