I'm actually working on a client to do a very hefty customization where we have something like this in play (just a small component of our customization) You could probably do something with some relatively mild customization and utilizing a long price level list that included all your locations- but it might be a little clunky. (We did not elect to do this) Then script the application of your price levels using some rules and text based searches? Just an idea to get you started.
