Short version - without looking at the fields exactly - there is a column on the SO that links to the PO - use that join and do comparisons of quantity ordered vs billed and quantity billed vs ordered on the joined table. you might be able to get away with a direct comparison of billed vs billed - but I promise you if you try to start with that join you will want to pull your hair out.
