Using Inbound Shipments -- Why would most items receive the landed cost distribution on the item receipts but some do not?

Is the track landed cost box checked on all items? If you are using landed cost template, is there a landed cost template selected on that PO? If you are manually entering the landed cost in the inbound shipment, did you select all items in the Landed Cost subtab of the Inbound Shipment?

Apparently the landed cost allocation on the inbound shipments are set to Value but when they get received, they somehow randomly change to Weight on some item receipts? Any idea how/why this happens?
