There are a number of ways to tackle your problem. Could have a checkbox on such customers and on SO you can have a WF/SS that will either fill the Notes field for you or if you want to go an extra mile, add a inlinehtml field which will show the message on top of SO if such a customer is selected. There are even better ways, but this is the simplest.
