I'm trying to add a role to a user: add role, hit save, then Netsuite opens a new page for a New User Request. This user already has access etc

This can happen if you are already over your user count for some reason (like you renewed your licensing with less seats). You can see what you have provisioned and used at Setup>Company>Billing Information
