You can mark an Other Charge For Sale item as fulfillable. Interested if anyone else uses this functionality and if it still works in 2019.1. Even though the sales order has this item which is marked as fulfillable. NetSuite doesn't seem to think it is (no fulfill button). Using nlapiTransformRecord actually creates an item fulfillment record with no lines. At one point this did work.
