Have a schedule workflow that looks for lines with back order quantity and mark the flag on lines if it's not already checked(to cut processing time) Then when the item comes in the back ordered quantity changes to committed. Then your second scheduled workflow sends the email and uncheck the box (so only one email gets sent)
