i don't think it's at all a requirement to have a dedicated NS admin, and certainly not one with scripting abilities. it all depends on the use case. we have several clients who put in the effort to train users for functional administrative stuff and contract out to us advanced customization/refactoring/integration work. it's not a cut and dry thing though, it entirely depends on the situation.
