Out of interest, are you aware of a bug in forms (or specifically Item Fulfillment forms) where; if you select the 'Communications' tab then try to select another tab ('Items', 'Shipping', etc.) it wont navigate to/change tabs. It remains on that same tab no matter how many times you click some other tab.
