No, it does no mean that, it mean your CSV import is most likely triggering server side scripts/or workflow and there is something in place(script or workflow) trying to set that Sales Order status to Pending Approval, you may want to avoid triggering those for this particular import via a checkbox in the advanced setting when doing the CSV import(second or third screen).
