Is there a way I can restrict the items that show up on a transaction to choose from without using segments? Even if I can’t restrict, some way to add a filter to the top of the list then?

If you customize the sales order form or the purchase order form and go to Sublist fields you'll see an item filter field. Have a read in suiteanswers about this
