since you mentioned this is a just refreshed sandbox, you can try to remove the entries in that record and create again from the UI

this will populate the manifest with some autogenerated settings in base of the defaults of each extension, you should go to the same place in production and copy the content of the "Configuration JSON" and paste it in your sandbox so they are the same
