What's the difference between the Allow Non GL Changes permission, and the Override Period Restrictions permission ?

IIRC, Allow Non-G/L changes permission allows a user to check the box in period management to Allow Non-G/L changes to a period. Override Period Restrictions = being able to post to a period that has transactions locked but is not closed, and being able to make Non-G/L changes when the feature is active on a period.
