When should a new BOM for the same Assembly be created vs. creating a new BOM revision? What are the deciding factors?

If it's effectively the same item, I'm using a bom revision. If I'm selling it or identifying it differently, I'm creating a new item. If I'm building it at two locations with different inputs, I'm setting up multiple boms

If I get it correctly, if the BOM will just be updated (add, change or remove a component, etc.), that's likely a BOM revision? Same item and same location
