@kimberly your best option would be to check the effected role's permission level to make sure tax item is at least @ view level. Also as as an admin everything should work for you, if it does not then something is wrong that is why you could not reproduce it on sandbox as an admin. Some time the role's permission table doesn't load properly during upgrade or bundle installation so by double checking the role's ACL will insure that.
