Does anyone know what the issue might be?

This issue can occur due to 2 reasons. 1. Running the dev tool with wrong nodejs version. Check the nodejs version that is suitable for the SC version. 2. The dev tool files like gulp, has been modified. Try to reinstall the dev tool.
