I imported a UE script record that has script parameters. The script parameters are blank on the deployment and set under General Preferences. How can I import the values?

This is not possible as it would be account specific in company level prefernces. but you should be able to set a default value.

if not then it would be a post install script to set those values in those company preference fields.
