For unapproved Sales Orders, why is "Expected Ship Date" not the same as "Earliest Availability"?

The sales team uses the "Earliest Availability" Popup to set the "Supply required by date"

But when the manager goes to approve, the "Expected ship date" seems to get pushed to match the date for whatever PO is scheduled to arrive the latest

BUT... once the SO gets approved, the "expected ship date" matches the date from the "earliest availability" popup
