Can you attach a file to the saved search? E.g. I want to send tax exempt form to particular set of vendor 

do you want to send saved search results as file or you want to send an email saved search along custom file ?

Either way would be okay, I just want to send one form

Then send email as CSV file and have receipts added to email in saved search

I think there could be some limitations but you could check out email receipts limits

if you want to done it by script, you will have better flexibility of doing all these things but this is optional thoo since you can done it directly on saved search

Hmm not following, I get the send saved search as csv but how do I attach something to the email that will be sent from saved search

For eg w9 form, it's a form they want to attach 

Then you can have link in Saved search custom email message so they can click link and download it

all you need to just upload in file cabinet and have file link
