I'm guessing that means either there's a problem with your overall SSO setup or there's a SSO problem with the user record/role who's trying to log in. Or could be if you're an Admin and trying to log in using SSO and you don't have any other non-Admin roles assigned. SSO doesn't work with the Admin role.
