I made a system notes saved search and User A can see any system notes when they are the user in the results, but User B can't see any results with User A. Are system notes unsearchable between employees?

Likely they are unable to view Employee records, is that what you mean?

No, each user has at least on role assigned, used to login into NetSuite. On that role, there can be set ‘employee restrictions’, which limits which data is visible.
