Maybe I'm just going about this all wrong. I want to move Apple Pay out from the other's list on the checkout payment method and allow it to be clicked on just like Paypal. Should I even be attempting to use an extension for this? It looks like I need to add Apple Pay to the activeModules array somehow.

PayPal express shows up like cc's as it's own option. Regular paypal is in the others list as well.

Yes it seems you need to create an extension to have it's own clickable button.
