I would think that the extended time is there for legal purposes. If you need the extended time due to disability, then you would coordinate/buy that I expect.

Frankly, if you have any real familiarity with the software, and have taken a review course, you should be able to pass SuiteFoundation without utilizing the full time.

Certified ERP consultant was an order of magnitude more difficult though and I used a lot more of the time for that one

You can also get extended time if English is not your 1st language 

That is a reason I didn't think of that makes total sense

Then attempt the developer exam, you don't have to take it in any certain order, 1 certification is better than no certification 

I believe netsuite requires foundations before developer

A year of development likely does not prep you well for the exam
