You can only access the purchase request through the employee center

It's a role you give to the users. Then they switch roles to get to the employee center

Yeah it's not my favorite either. Technically the purchase request is just an unapproved purchase order. It's the same transaction The requisition is available to all roles and might fit your use case depending on what you are looking to do
