Each Subsidiary planning to apply German Tax Codes needs to have the German Nexus assigned to the Subsidiary. Then the codes will be available

@C_Billings i have assigned it to subsidiary but when country is Germany it shows tax code and when country is other than Germany it doesn't show?

the presumption is the ship to address drives nexus determination. if ship to is FR then French VAT etc
