Where do I find related SuiteTax channel? Would like to know more about the impact to other subsidiaries (if the feature currently not on)

SuiteTax isnt a module...its an upgrade of sorts to your environment. It changes how tax is implemented and can have a big impact to integrations etc. They are pushing it with new customers for now

Rumor has it only a single customer to date has migrated from Legacy Tax to SuiteTax. Its not complicated in theory but every account is different so advice is to test migrations in sandboxes. You can reach out to your account manager and ask if your account might be suitable for migration. I'm sure they would love more volunteers. That there isnt more volunteers should be telling though.

Thanks @C_Billings - I would think it is quite risky therefore they request to back up the whole database. As the Suitetax is affecting globally - not just one subsidiary.

Well they wont do that which is why you test migration in sandbox.

I guess, eventually Netsuite would like all accounts to have suitetax turned on, but for those existing accounts with all different legacy tax setting will be big project to convert and looks like there are bunch of limitation too

kind of...I can understand why users would be wary. I can also see why they should move to suitetax. most commonly the answer is "if it isnt broken dont fix it"
