it's ultimately a data integrity issue i think. a UPC-A value can't be 13 digits (it could be that maybe 1 zero was prepended to some values or that the 13 digit values are EAN-13 or maybe it's all just 'junk' data and not UPC or EAN and instead just some random value normally encoded in some barcode standard.
