I found a workaround by putting tables inside of tables, not ideal though

That's ideal for Advanced PDF(s). Only good way to go. Others are worse.

You will face page break issues when using tables inside tables. if your inner table is longer than 1 page, then it will not move onto 2nd page. Instead it will crop the content on the first page.

They're small enough to fit inside the header so I think they'll be fine
