That line is recycled from a coworker who doesn't work here anymore. It fixed the & breaking the template based on text from the record attachment. I don't know what you mean. Sorry, I fundamentally don't understand xml escaping, I've been working around the issue by attaching JSON objects until now, that line keeps a stray & from the record object from causing an error. I just don't understand how our logo url didn't break anything but this does.
