I noticed something when using the webstorm plugin. If I am working on an account customization project and download a script object the plugin also downloads the script file for it. But if I am working on a suiteapp, it only downloads the xml definition of the script. I also noticed that account customization allows you to download files from the file cabinet but suiteapp does not. Is this by design? Thanks!

Yes this is by design that in a suiteapp you can't import script files.
