Is there somewhere to file issues on the suitecloud webstorm plugin?

You can file issues with NS support. But do check the supported OS. We can't check performance in all OS, but you can request official support for the OS you like. And if there are some more similar requests like that, it will be possible to add support for that OS. As mentioned in docs, currently we test in Latest Windows, Latest mac OS, and Ubuntu.

Thanks Ali. I'm using Ubuntu in WSL. I do believe the main purpose for WSL is Microsoft trying to appease web/js developers, so having the plugin work well in that environment is probably prudent.
