thanks @erictgrubaugh I was able to successfully import features.xml via Eclipse Plugin Is this only for Features then not Preferences? I didn't see Prefs as an option of configuration types available for import

I don't believe prefs are supported yet

unfortunately no, just features. i mentioned above to one of the NS employees that it would be great if they could include all preferences as well in another release
