I was told by another user here that I may need to follow the SDF setup instructions again due to this sandbox recently being refreshed. What would that entail, other than enabling the SuiteCloud Development Framework feature in the account?

my only recommendation is to enable the required features, setup the role, and refresh credentials or if using tba, assign a new token

Make sure you have the "SuiteApp Deployment" on the role you are using to deploy the project. I had this exact error message before, and I was missing that permission on my role.

@scottvonduhn it looks like that was the issue! …Not I feel like a dummy. I had skipped that permission when I set up the SDF role because it was not shown in the list, so I assumed it wasn’t required in all accounts. …But it’s there now. I must not have seen it because I had to enable the SDF feature in the account around the same time, and I may have had the new Role page open first, so it didn’t reflect any new settings that were enabled by that feature. 😑

To be fair, it would help if NetSuite reported that there was permission issue with the role you were trying to use. The error they return in that instance is completely useless, since it makes it look like they broke something, not that you lack a certain permission. I suffered the same hours long struggle myself once, so now I know. Likely the next time it happens, the fix will be burned into your memory as well.
