05/08/2019, 7:05 PMfound the issue. the sandboxes were just refreshed between yesterday and today, and the SuiteApp Deployment permission had to be re-added to my role. I am able to deploy now. The error message that Netsuite returns in this situation is not helpful at all.

05/09/2019, 2:03 PMI can't recall now, but I don't think I got a partial content error. I was using the latest SuiteCloud version, v2019.1.1, for both WebStorm and Eclipse
