04/22/2019, 7:10 AMHey Luke, did you ever get this resolved? Did you check if you had the “WEB SITE HOSTING FILES” feature enabled in your account? If not, then please try enabling and do the deploy again. This looks like a bug to me, but that may be a workaround in the mean time.
